Who are “Regional Leaders”? Aiming to create an Art Triennale run by local residents.

Hello. I’m Kazue Nakata, the PR officer for the Chiba City Arts Triennale 2025 and a member of the “Regional Leaders.” Let me introduce you our “Regional Leaders” and what we mean by the term.

You might be wondering what they are supposed to be. Well, our “Regional Leaders” is a team of professionals involved in the management of Chibagei (Abbreviated name for Chiba City Arts Triennale) , mainly consisting of Chiba City residents.

Actually, this framework of, “people who live and work in the community being responsible for local Art Triennale,” is a major of the Chiba City Arts Triennale.

Chiba City has people with all kinds of talents!
But there haven’t been many opportunities for them to work together.


Chiba City, located in Chiba Prefecture, is a city with a population of 980,000 and is a government-designated city. It has developed as a so-called ‘suburban city.’

I myself moved here eight years ago and was surprised at how easy it is to access the metropolitan area and how comfortable the living environment is.

Another thing that surprised me was the diversity of people living there. For example, there are many people with the expertise needed for a large project such as organising an art festival.

Artists, creators, installers, community development coordinators, planners, spatial designers, graphic designers, workshop planners, project managers, editors, public relations specialists… and so on.

However, it is not necessarily the case that these people work together locally. Some are active in Tokyo or other parts of the country, while others work locally. So, even if they were casually aware of each other, there weren’t many opportunities for everyone to work together in Chiba. (This is just my personal opinion, though.)

‘Regional Leaders’ is a group of people who were working individually in Chiba City (and its suburbs) and came together to work on the Chiba International Art Festival 2025.


When the ‘regional leaders’ began to gather and were looking for venue locations, we visited various places in Chiba City together with Mr Nakamura (back), the general director.

The first press conference was held in October 2024. Members of the regional leaders took to the stage with the mayor and the general director. The number of members has continued to grow, and as of June 2025, there are 20 members.

An innovative art festival organized by an innovative team. Activities with a vision for the future.

As one of regional leaders, my activities involve meeting new people and discovering new places in our local communities…making every day full of new discoveries!


On the other hand, this is the first time we have worked together as a group, and almost all of us are part-time volunteers (working other jobs while participating in this project). Furthermore, most of us have no experience in organizing international art festivals, so we are learning everything as we go. If you ask us what it’s like, we would all say without hesitation that “it’s extremely challenging!”.

Nevertheless, as Chibagei is planned to continue as a triennial (an international art festival held once every three years), I believe that this process of trial and error and the deepening of relationships among local leaders will become an important asset in the long run.
I am looking forward to seeing how Chibagei will evolve over the next three, five, or ten years, and how the lives of the people living in Chiba City and the city itself will continue to change.

As an art festival beginning in the 2020s, we will strive to build new relationships with the community, form a strong team, and redefine the role of festivals. We look forward to your continued support!

Artist Yuka Numata presents life-sized figures of people connected to the city on this platform, envisioning it as a “fictional platform in a parallel world.” It creates a mysterious scene where people waiting for the monorail blend into the background when viewed from a certain spot… Be sure to look for it!Venue: Chiba Urban Monorail, Prefectural Office Station>Exhibition details here What do you pray for at the giant goddess statue? The “Temple under the bridge railway track” born from construction materials 瀬戸内国際芸術祭2025/Setouchi Triennale 2025 Toshimitsu Ito "GAYU-Temple under the bridge railway track" A “Temple under the bridge railway track” is born beneath the elevated tracks beside Nishi-Chiba Station. Lying within the temple is a massive goddess statue, approximately 18 meters long. It was created using repurposed construction materials, in collaboration with artist Toshimitsu Ito and local residents. Numerous wind chimes hang from the goddess statue's body. Their cool, soothing sounds resonate through the space beneath the overpass, blending with the sounds of passing trains and the bustle of the station area. The “City Game” Tournament: Use the entire town to the max! Shi Yuxin "Chiba City Game Week" Manhole covers in the city center, old maps, tree stumps... At first glance, they seem like ordinary objects. But in the hands of artist Xie Yuxin, who lives in China, anything can become a “game prop.” Why not play using the intriguing objects and places Xie discovered while researching the city? Once you try it, you'll surely start thinking, “Maybe this can be played with too!? Play with Animals × AR × Cards TMPR "Borrowed Scenery of Animals from Past and Present" At Chiba City Zoo, a popular spot in Chiba City, the art unit “TMPR” will present works utilizing digital technology. Experience-based works will be displayed, featuring animals that once lived and creatures imagined by people of the past, utilizing AR (augmented reality) technology and special cards created for the exhibition. There will also be a collaboration with digital data from works in the city museum's collection. Come witness what kind of experience it will be! Alexey Krupnik, a film director and artist based in Russia, presents a portrait photography exhibition featuring meticulously researched and captured images of workers and residents who sustain city life. Portraits of individuals who keep the city functioning—security guards, cleaners, grocery store owners—will be displayed prominently throughout the city center. Art that makes you think about environmental issues Tsuyoshi Anzai "Giant Micro Plastic" The ocean is a vital resource sustaining our lives, yet invisible microplastics pose a serious problem. To raise awareness about this “invisible issue,” artist Tsuyoshi Anzai created “Giant Micro Plastic.” This art installation features paper crafts depicting microplastics, magnified to enormous scale. At Chiba Gei, he creates functional artworks using various secondhand appliances collected from around the city. What is “participatory” Art Triennale? How to enjoy Chibagei.

Chibagei = A festival of citizen-participatory art projects The Chiba International Art Festival 2025 (commonly known as Chihagei) is ‘a festival of citizen-participatory art projects that opens up the potential of the region’ and are launched in 2025. While there are various art festivals across Japan, Chibagei distinguishes itself as a ‘participatory’ art festival, rather than a ‘tourism-oriented’ or ‘viewing-oriented’ one. It is a ‘citizen-participatory’ art festival, open to everyone, embodying the concept of an ‘open art festival.’ You don't need to be an art expert, and you don't even need to have been to a museum or theatre before! Think of it as Chiba City's ‘new festival’ and come join us! So, how can you actually participate? This article will explain how. All 37 art projects have "participation" opportunities for you! There are 32 artists participating in Chibagei, with 37 art projects planned. There are opportunities to participate in each art project in various ways. For example… 🙋Participate in workshops!

🙋Participate in the creation of artworks!
🙋Participate by collecting materials!
🙋Participate in the performance!
🙋Participate through experience! As mentioned above, each project has various “ways to get involved”.

If you are interested in history, you can participate in a project that delves deeper into the history of the area. There are also workshops and programs for those who enjoy sewing and crafting.
