Rethinking Public Space from the Street.
The Time Lag Park Project consists of three interconnected programs that invite participants to share experiences. Through this process, the project aims to spark new ways of thinking about public space and gently expand the city’s capacity for inclusivity and openness.
1. Playing in the street: “Time Lag Park 3”
A temporary skateboard park is set up in the elevated space above National Route 357, inviting both local citizens and professional skaters to come together and “play”.The past two events featured art work designed by Yuka Numata, skateboarding experience sessions, pro skater demonstrations, and mural painting workshops. This third iteration will be an upgrade, including a special section featuring cars customized by the skater team, plus DJ and band performances. We also plan to hold demonstrations by pro skaters, skateboarding experience sessions, and test rides in wheelchairs.
2. Walking the Streets: “Machi-aruki” (City Walk)
A street that is convenient for some can be inconvenient for others.Citizens, skaters, wheelchair users, strollers and others will walk together from Chiba Station to the main building of Chiba City Hall, sharing perspectives on how steps, structures, and the design of public space affect usability, accessibility, and comfort. A skateboarder who creatively reinterprets public space, a wheelchair user who carefully observes the details of its design, and Chiba citizens who regularly walk these streets will share their experiences and insights about public space through a walking tour.
3. Talking about Streets: “Gaps in Public Space”
Artists, anthropologists, skaters, and others will take the stage for a panel discussion, sharing their perspectives on Chiba City’s streets as public spaces.
The discussion will also explore the potential of public spaces, introducing block party culture within street culture and City Game (by Shi Yuxin), which uses public space for its game-based art installation at this Triennale.

Photography and video recording will be conducted on the day for promotional and record-keeping purposes. Media outlets may also conduct interviews and filming. Photographs and videos taken may be published on the Chiba International Art Festival website, social media, brochures, and other promotional materials, as well as on television, magazines, and other media. We kindly ask for your understanding in advance.
