We will be holding a talk and dialogue event called “Chi-C-W Club” (pronounced as Chi-ku-wa) at Arts Unagi.The theme of the second session is “citizen” and “activity”. Using the Art Triennale as an “Opportunity”, why not join the conversation?
In September 2025, the intensive exhibition and presentation period for the “Chiba International Art Triennale 2025” (commonly known as Chibagei), a festival of citizen-participatory art projects, will begin.
During the Triennale, Chi-C-W Club—short for Chiba City, Create, and Wonderful talk in a circle—,launched by members of the Chibagei organizing team, will offer time for dialogue with various people, focusing on keywords we want to consider now.
The theme of the second session is:〈What is a “citizen”? Why is “activity” important in our daily lives? 〉In the context of Chibagei, the term “citizen” refers not only to people who live in Chiba City, but also to those who actively engage in shaping their local communities and take part in self-governance.
However, the reality is that when daily life is already overwhelming or busy, it’s difficult to engage in anything beyond that. What is the significance of participating in a “citizen-participatory art project”—something that isn’t quite work, house chores, a hobby, or study?
This session will use the essential question as a starting point to explore the ideas of “citizen” and “activity”. Our guest speakers will share unique examples of art and civic projects from other regions, along with the insights they’ve gained through their involvement. From there, we’d like to have conversations with everyone who is gathered.
Whether you’re curious about the theme, interested in art and culture, or want to get involved with Chiba City and community development—everyone is welcome. Let’s use the Art Triennale as an “opportunity” to gather, reflect, and start a conversation together.

Risei Sato
Program Officer, Arts Council Tokyo

He has been responsible for the Tokyo Art Point Project, which implements regional cultural initiatives through collaboration among diverse entities, as well as joint projects between the Tokyo Metropolitan Government and municipalities. He was involved in Art Support Tohoku-Tokyo (a Tokyo Metropolitan Government initiative utilizing arts and culture to support disaster-affected areas) from its inception to its conclusion. He has been in his current role since June 2011. His publications include “After the Disaster: Walking with a Map in Hand” (Arts Council Tokyo, 2021) and the co-authored “The Present State of Cultural Policy” (The University of Tokyo Press, 2018). His research and practice focus on cultural activities within a society living “between disasters” amidst recurring calamities.
Kanako Iwanaka
Art Manager / Editor

Born in Katsushika Ward, Tokyo, in 1981, she completed her graduate studies in Art History at Waseda Graduate School of Letters, Arts and Sciences. From 2012 to 2017, she worked as a planner at SHIBAURA HOUSE, a community space operated by a private company. From 2015 to 2021, she served as the on-site coordinator for “TURN,” an art project that creates expression through encounters transcending “difference.” Joined the editorial team of the creative magazine exploring welfare, 〈Kokoko〉, in April 2021. Since 2023, she has been the manager for Kenji Shiratori, a blind art viewer and photographer. She is interested in expressions born from everyday life and collaborative expression activities with people and communities from diverse backgrounds. She works as an art manager, performing arts producer, and editor.
What is the Chi-C-W Club?
Launched in October 2024, the Chi-C-W Club is a dialogue-based workshop event where people connected to Chiba City—regardless of their affiliations or titles—can come together, meet, and talk, using the Chiba International Art Triennale as a pretext.The initiators are members of the “Regional Leaders” team residing near Chiba City, involved in the planning and operation of the “Chiba International Art Triennale 2025.”

Photography and Video Recording
Photography and video recording will be conducted on the day for promotional and record-keeping purposes. Media outlets may also conduct interviews and filming. Photographs and videos taken may be published on the Chiba International Art Festival website, social media, brochures, and other promotional materials, as well as on television, magazines, and other media. We kindly ask for your understanding in advance.
